NASA Probe Discovers 'Alien' Matter From Beyond Our Solar System (SPACE.com)

For the very first time, a NASA spacecraft has detected matter from outside our solar system ? material that came from elsewhere in the galaxy, researchers announced today (Jan. 31).

This so-called interstellar material was spotted by NASA's Interstellar Boundary Explorer (IBEX), a spacecraft that is studying the edge of the solar system from its orbit about 200,000 miles (322,000 kilometers) above Earth.

"This alien interstellar material is really the stuff that stars and planets and people are made of ? it's really important to be measuring it," David McComas, IBEX principal investigator and assistant vice president of the Space Science and Engineering Division at Southwest Research Institute in San Antonio, said in a news briefing today from NASA Headquarters in Washington, D.C.

These atoms are remnants of older stars that have ended their lives in violent explosions, called supernovas, which dispersed the elements throughout the galaxy. As interstellar wind blows these charged and neutral particles through the Milky Way, the IBEX probe is able to create a census of the elements that are present.

Heavy elements in space

According to the new study, the researchers found 74 oxygen atoms for every 20 neon atoms in the interstellar wind. For comparison, there are 111 oxygen atoms for every 20 neon atoms in our solar system, meaning there are more oxygen atoms in any part of the solar system than in nearby interstellar space, the scientists said in a statement.

"These are important elements to know quantitatively because they are the building blocks of stars, planets, people," McComas said. "We discovered this puzzle: matter outside our solar system doesn't look like material inside our solar system. It seems to be deficient in oxygen compared to neon."

The presence of less oxygen within interstellar material could indicate that the sun formed in a region with less oxygen compared to its current location, the researchers said.

Or, it could be a sign that oxygen is "locked up" in other galactic materials, such as cosmic grains of dust or ice. [Top 10 Strangest Things in Space]

"That leaves us with a puzzle for now: could it be that some of that oxygen, which is so crucial for life on Earth, is locked up in the cosmic dust?" asked Eberhard M?bius, a professor at the University of New Hampshire and a visiting professor at Los Alamos National Laboratory in New Mexico. "Or, does it tell us how different our neighborhood is compared to the sun's birthplace?"

IBEX also measured the interstellar wind traveling at a slower speed and from a different direction than was previously thought. The research now shows that the interstellar wind exerts 20 percent less pressure on our heliosphere, which is a protective bubble that shields our solar system from powerful, damaging cosmic rays.

"Measuring the pressure on our heliosphere from the material in the galaxy and from the magnetic fields out there will help determine the size and shape of our solar system as it travels through the galaxy," Eric Christian, IBEX mission scientist at NASA's Goddard Space Flight Center in Greenbelt, Md., said in a statement.

A history of the universe

The results of the new study will also help scientists shed light on the history of the material in the universe.

"It tells us things about the part of space that we live in, and the interaction with that part of space with the rest of the galaxy," McComas said.

The observations from IBEX and the ability to determine the ratio of elements in space could help scientists understand how the galaxy has evolved and changed over time.

"I find it really exciting that right on our front doorstep, we can take a sample of this interstellar matter around us," M?bius said. "If you think back all the way to the Big Bang, there was only hydrogen and helium. Then stars and supernovas sprinkled it with heavy elements ? if you imagine that we are made out of the material that has been belched out of the supernovas, and it is continuing. So, 4.5 billion years ago, the sun formed out of the solar nebula, and now we are sampling part of the Milky Way as it is today. It gives us nice data points ? Big Bang and the sun's formation to what is our environment. Then modelers can go and trace how that material has evolved over time in the cosmos." ??

The findings are detailed in a series of papers that were published today in the Astrophysical Journal.

NASA launched the IBEX mission in October 2008 to map the boundary between the solar system and interstellar space. The $169 million spacecraft was originally built for a two-year mission.

IBEX measures and counts particles called energetic neutral atoms, which are created in an area of our solar system known as the interstellar boundary region. Since its launch, the spacecraft has already made groundbreaking discoveries about the heliosphere and the boundary between our solar system and interstellar space.

In 2009, IBEX detected a mysterious ribbon on the edge of the solar system made up of a stream of charged particles that travels a million miles per hour from the sun. In 2010, researchers announced that IBEX had witnessed the first-ever look at solar wind crashing into Earth's magnetosphere.

Private investors near deal on Greek debt (AP)

ATHENS, Greece ? A disorderly and potentially devastating Greek debt default is looking much less likely.

Greece and investors who have bought its bonds have reached a tentative deal to significantly reduce the country's debt and pave the way for it to receive a much-needed euro130 billion bailout.

Negotiators for the investors announced the tentative agreement Saturday and said it could become final next week. If the agreement works as planned, it will help Greece remain solvent and help Europe avoid a blow to its already weak financial system, even though banks and other bond investors will have to accept multibillion-dollar losses. Still, it doesn't resolve the weakening economic conditions Greece and other European nations face as they rapidly rein in spending in order to get their debts under control.

Under the agreement, the euro206 billion worth of Greek bonds that investors own would be exchanged for new bonds worth 60 percent less.

Private investors would receive new bonds whose face value is half of the existing bonds. The new bonds would have a longer maturity and pay an average interest rate of slightly less than 4 percent. The existing bonds pay an average interest rate of 5 percent, according to the think tank Re-Define.

The deal would reduce Greece's annual interest expense on the bonds from about $10 billion to about $4 billion. And when the bonds mature, instead of paying bondholders euro206 billion, Greece will have to pay only euro103 billion.

Without the deal, which would reduce Greece's debt load by at least euro120 billion, the bonds held by banks, insurance companies and hedge funds would likely become worthless. Many of these investors also hold debt from other countries that use the euro, which could also lose value in the event of a full-fledged Greek default. This is the scenario analysts fear most and why they hope investors will voluntarily accept a partial loss on their Greek bonds.

The agreement taking shape is a key step before Greece can get a second, euro130 billion bailout from its European Union partners and the International Monetary Fund. Besides restructuring its debt with private investors, Greece must also take other steps before getting aid. It must cut its deficit and boost the competitiveness of its economy through layoffs of government employees and the sale of several state companies, among other moves.

This would be Greece's second bailout. The EU and the IMF signed off on a euro110 billion aid package for Greece in May 2010, most of which has already been disbursed.

Greece faces a euro14.5 billion bond repayment on March 20, which it cannot afford without additional help.

Private investors hold roughly two-thirds of Greece's debt, which has reached an unsustainable level ? nearly 160 percent of the country's annual economic output. By restructuring the debt held by private investors, Greece and its EU partners are hoping to bring that ratio closer to 120 percent by the end of this decade. Without a deal, analysts forecast that ratio ballooning to 200 percent by the end of this year as the Greek economy falters.

In return for the first bailout, Greece's public creditors ? the International Monetary Fund, the European Union and the European Central Bank ? have unprecedented powers over Greek spending. However, Greece's problems will not be fixed simply by cutting government spending. In order to bring its debts to a more manageable level, the country must also find ways boost economic output, which would enable it to collect more taxes.

If no debt-exchange deal is reached with private creditors and Greece is forced to default, it would very likely spook Europe's ? and possibly the world's ? financial markets. It could even lead Greece to withdraw from the euro.

Sarah Ketterer, co-manager of Causeway International Value Fund, a $1.4 billion mutual fund that invests in European stocks, said the region's markets have rebounded this month largely on expectations that negotiators would reach a deal along the lines of the one being finalized now.

Any last-minute breakdown in the talks could trigger a sharp decline in European markets, she said. But a rally is unlikely if negotiations succeed.

"The equity markets have ... largely already discounted this, and you can see that in the confidence that has returned in European equities since the end of December, and especially for financial stocks," Ketterer said.

She said there "really was no other option" than reaching a deal for bondholders to take a haircut of 50 percent or more.

Ketterer said a Greek deal could help restore bond market confidence. That would help Italy manage its own debt crisis ? one that Ketterer views as more critical than Greece's because of Italy's greater size.

The investors who own Greek bonds are being represented by Charles Dallara, managing director of the Washington-based Institute of International Finance, and Jean Lemierre, senior adviser to the chairman of the French bank BNP Paribas.

Homelessness down but seen rising anew: report (Reuters)

WASHINGTON (Reuters) ? U.S. homelessness fell 1 percent nationwide from 2009 to 2011 despite the sluggish economy but the figure threatens to rise as the federal government cuts spending, according to a study released on Wednesday.

The number of homeless people in the United States fell to 636,017 last year from 643,067 in 2009, the National Alliance to End Homelessness said in its report.

The decline was likely due to the $1.5 billion in federal spending aimed at preventing homelessness, said the Alliance, which groups public, private and non-profit organizations.

Despite the drop, the effects of the economy on homelessness are increasing "and are expected to continue to do so over the next few years," the Alliance said.

Federal assistance has run out in many communities. Debt and deficit reduction efforts have started to shrink aid, it said.

The biggest decrease in homelessness was among veterans, with the number falling 11 percent to 67,495 in 2011 from 75,609 in 2009, the Alliance said.

Although the homeless population fell nationally, it rose in 24 states and the District of Columbia.

The number of poor households that spent more than half of incomes on rent rose 6 percent to 6.2 million, the report said.

WASHINGTON (AP) ? On the National Mall in Washington, Martin Luther King Jr. is a towering, heroic figure carved in stone. On the Broadway stage, he's a living, breathing man who chain smokes, sips liquor and occasionally curses.

As Americans honor King's memory 44 years after he was assassinated, the image of the slain civil rights leader is evolving.

THE MEMORIAL

The new King memorial, which opened in August in the nation's capital, celebrates the ideals King espoused. Quotations from his speeches and writings conjure memories of his message, and a 30-foot-tall sculpture depicts King emerging as a "stone of hope" from a "mountain of despair," a design inspired by a line of his famous "I Have a Dream" speech.

Some gaze upon this figure in silence. Some smile and pull out cell phone cameras. Others chat about how closely the statue resembles King. And some are moved to tears.

"Just all that this man did so that we could do anything and be anything," said Brandolyn Brown, 26, of Cheraw, S.C., who visited the memorial Saturday with her aunt and cousin.

"I know it took a lot more than him to get to where we are, but he was a big part of the movement."

Brown's aunt, Gloria Drake, 60, of Cheraw, S.C., said she remembers King almost as though he was Moses leading his people to the promised land, even when there were so many reasons to doubt things would get better in an era of segregated buses, schools and lunch counters.

"It was really just hostile," she said. "... And then we had a man that comes to tell us things are going to be better."

"Don't be mad, don't be angry," she recalled King's message. "Just come together in peace."

They said King's lasting legacy is the reality of equality and now having a black president. Drake said President Barack Obama reminds her of King with his "calmness" even in the face of anger.

Christine Redman, 37, visited the memorial with her husband, James Redman, 40, and their young son and daughter. She said they also feel a personal connection to King.

"We're a mixed family, and we know that without a lot of the trials that he went through to help end segregation and help the races to become one, we would not be able to have the freedoms to love who we want to love and be accepted in the world," she said.

Her son, 8-year-old Tyler, echoed his mom: "And be who we want to be."

The family tries to celebrate King's birthday by finding a way to serve others, they said. They were thinking about volunteering at a food pantry or donating toys for needy kids.

When he thinks of King, James Redman said he thinks of hope. Still, he said, King's legacy is lost on many.

"Dr. King was about love and about cooperation and compromise and working together," he said. "We don't see a whole lot of that in our leaders. We don't see a whole lot of it in our citizenry."

THE STAGE

On Broadway, theatergoers are seeing a different version of King ? one that is more man than legend.

The realism was refreshing for Donya Fairfax, who marveled after leaving a matinee of "The Mountaintop" that she had never really thought of King cursing, as actor Samuel L. Jackson does while portraying King in the play.

"He was human and not someone who was above fault," said the 48-year-old, visiting from Los Angeles. "He cursed. He did things that people do behind closed doors. He was regular."

For some, such a portrayal would seem to chip away at King's memory. But for Natalie Pertz, who at 20 has come to know King only through the gauzy view of history, it seemed a precious reminder that it is not beyond the reach of the ordinary and the flawed to effect change.

"It's important for people our age to see that he wasn't this saint-like figure," she said. "It's making you see that just because you're not perfect, it doesn't mean you can't do good."

For M.E. Ward, seeing an in-the-flesh incarnation of King brought her back more than 40 years, to when she watched his soaring speeches on the television. No matter how human he seemed on stage, she said, he still carried a godly gift.

"Still charismatic, still an orator, and an individual who was able to move people through his speech," she said, adding that King enlightened the world with a message "to be peaceful, to be patient, to be non-violent."

No matter how distant his presence is now, that legacy is still very relevant, she said, in what she called "a world of turmoil and violence, constant violence."

Do people idealize him too much?

"They don't do it enough!" said 64-year-old Elisabeth Carr, who cried through most of the play, feeling some of the pain she felt when the civil rights leader died. "The younger generation, they don't know anymore. ... They don't understand what they went through."

After traveling more than five hours with three friends ? all of them African-American ? to see Saturday's matinee, Mariko Tapper Taylor said seeing King in all his flaws did nothing to diminish his legacy.

"It's better to remember him as human," she said. "Who's flawless? It just shows that there's another side of him."

For her, the holiday remains very personal, Taylor said.

One of her friends, Dr. Donnita Scott, chimed in:

"If it wasn't for him we probably wouldn't be doctors," she said, nodding at the group, which includes two ER physicians and a psychiatrist.

Dr. Jan Thomas agreed:

"We're standing on that mountaintop."

GIGLIO, Italy (AP) ? Coast guard divers searching the submerged part of the Costa Concordia on Sunday found the bodies of two elderly men still in their life jackets, authorities said, raising to five the death toll after the luxury cruise liner ran aground and tipped over off the Tuscan coast.

Divers scouring the bowels of the ship in the murky, cold sea discovered the bodies at the emergency gathering point near the restaurant where passengers were dining when the ship carrying more than 4,200 people hit a reef or rock near the island of Giglio, Coast Guard Cmdr. Cosimo Nicastro said.

The discovery reduced to 15 the number of people still unaccounted for after an Italian who worked in cabin service was pulled from the wreckage Sunday and a South Korean couple on their honeymoon were rescued late Saturday in the unsubmerged part of the liner when a team of rescuers heard their screams.

"We are still searching" for any bodies, "but (also) in the hope that there might have been an air pocket" to allow the survival of others, Nicastro told Sky TG24 TV dockside.

Authorities are holding the Italian captain for investigation of suspected manslaughter and abandoning his ship among other possible charges. According to the Italian navigation code, a captain who abandons a ship in danger can face up to 12 years in prison. A coast guard official said Sunday officers exhorted Francesco Schettino to return to his ship as panicked passengers desperately fled the cruise liner.

The chaotic evacuation has added to the difficulty in tracking down survivors ? with six of those unaccounted for crew members and the others passengers. Two of the unaccounted for passengers are American, the U.S. Embassy in Rome said.

In the first hours after the accident late Friday night, three bodies were found in the waters near the ship. The victims discovered Sunday were two elderly men who were wearing life vests, said Coast Guard Cmdr. Francesco Paolillo.

"The divers had to remove the life vests to get the bodies out," he said, because they could have floated away. Their nationalities were not immediately released.

The divers' search through the ship, which is lying on its side with a huge gash, was already dangerous because of the risk the vessel could suddenly move and sink into waters over a nearby lower sea bed.

Their safety was increasingly threatened by floating objects in the belly of the 290-meter (nearly 1,000) foot long liner, as well as muck drastically reducing visibility, Nicastro said.

"There are tents, mattresses, other objects moving which can get tangled in the divers' equipment," Nicastro said. Officials were going to huddle soon to see how long the underwater search could safely continue, he said.

Divers say they are using a kind of long cord they hook near the point of entrance and unroll as they work, so they can find their way out when finished.

Prosecutor Francesco Verusio confirmed reports that prosecutors are investigating allegations the cruise liner's captain, Francesco Schettino, abandoned the stricken liner before all the passengers had escaped.

Asked Sunday by Sky TG24 about the accusations, Grosseto prosecutor Francesco Verusio replied, "unfortunately, I must confirm that circumstance."

Paolillo said the captain was spotted on land during the evacuation. Officers had urged him to return to his ship and honor his duty to stay aboard until everyone else was safely off the vessel, but Schettino ignored them, he said.

"We did our duty," Paolillo told The Associated Press.

A French couple who boarded the Concordia in Marseille, Ophelie Gondelle and David Du Pays of Marseille, told the AP they saw the captain in a lifeboat, covered by a blanket, well before all the passengers were off the ship. They insisted on telling a reporter what they saw, so incensed that ? according to them ? the captain had abandoned the ship before everyone had been evacuated.

"The commander left before and was on the dock before everyone was off," said Gondelle, 28, a French military officer.

"Normally the commander should leave at the end," said Du Pays, a police officer who said he helped an injured passenger to a rescue boat. "I did what I could."

Schettino has said the ship hit rocks that weren't marked on his nautical charts, and that he did all he could to save lives.

"We were navigating approximately 300 meters (yards) from the rocks," he told Mediaset television. "There shouldn't have been such a rock."

He insisted he didn't leave the liner before all passengers were off, saying "we were the last ones to leave the ship." That clearly wasn't the case as the finding of the three survivors aboard Saturday night and Sunday showed.

Coast guard spokesman Capt. Filippo Marini told Sky Italia TV that Coast Guard divers have recovered the so-called "black box" with the recording of the navigational details from a compartment now under water.

A Dutch firm has been called in to help extract the fuel from the Concordia's tanks before any leaks into the area's pristine waters. No leaks have so far been reported.

While ship owner Costa has insisted it was following the same route it takes every week between the Italian ports of Civitavecchia and Savona, residents on the island of Giglio said they had never seen the Costa come so close to the Le Scole reefs and rocks that jut from Giglio's eastern side.

"This was too close, too close," said Italo Arienti, a 54-year-old sailor who has worked on the Maregigilo ferry service that runs between the island and the mainland for more than a decade. A now-retired Costa commander used to occasionally do "fly-bys" on the route, nearing a bit and sounding the siren in a special salute for his hometown, he said. Such a fly-by was staged last August, but there was no incident, he said.

He said the cruise ship always stayed more than five to six nautical miles offshore, well beyond the reach of the "Le Scole" reefs, popular with scuba divers.

The terrifying escape from the luxury liner, which was on a weeklong Mediterranean cruise, was straight out of a scene from "Titanic." Many passengers complained the crew didn't give them good directions on how to evacuate and once the emergency became clear, delayed lowering the lifeboats until the ship was listing too heavily for many to be released.

Several other passengers said crew members told passengers for 45 minutes that there was a simple "technical problem" that had caused the lights to go off.

Amateur footage taken aboard the ship showed the situation immediately after it ran aground, as an announcement in various languages tells passengers the liner is having electrical problems and "the situation is under control." When a man asks a crew member in Spanish why he is wearing a life vest, the crew member doesn't answer and continues on his way.

Other video shows people crowded together in life jackets, apparently calm and waiting to disembark the ship. A third video taken from a lifeboat, shows mostly darkness as people shout and scream in panic.

Passengers said they had never participated in an evacuation drill, although one had been scheduled for Saturday. The cruise began on Jan. 7.

Costa Crociera SpA, which is owned by the U.S.-based cruise giant Carnival Corp., defended the actions of its crew and said it was cooperating with the investigation. Carnival Corp. issued a statement expressing sympathy that didn't address the allegations of delayed evacuation.

Some 300 of the crew members were Filipinos and three of them were injured, the Philippine Department of Foreign Affairs said.

The captain has insisted that the reef was not marked, but locals said the stretch of sea is not difficult to maneuver. Anello Fiorentino, captain of a ferry that runs between Giglio and the mainland, said he makes the crossing every day without encountering problems.

"Yes, if you get near the coast there are reefs, but this is a stretch of sea where all the ships can safely pass," he said.

Islanders on Giglio opened up their homes and businesses to accommodate the sudden rush of survivors. Rossana Bafigi, who runs a newsstand, said she was really moved by the reaction of the passengers.

She showed a note left by one Italian family that said, "We want to repay you for the disturbance. Please call us, we took milk and biscuits for the children. Claudia."

At Mass on Sunday morning in Giglio's main church, which opened its doors to the evacuees Friday night, altar boys and girls brought up to the altar a life vest, a rope, a rescue helmet, a plastic tarp and some bread.

Don Lorenzo, the parish priest, told the faithful that he wanted to make this admittedly "different" offering to God as a memory of what had transpired.

He said each one carried powerful symbolic meaning for what happened on Friday night: the bread that multiplied to feed the survivors, the rope that pulled people to safety, the life vest and helmet that protected them, and the plastic tarp that kept cold bodies warm. "Our community, our island will never be the same," he told the few dozen islanders gathered for Mass.

White House concerned over online piracy bills

WASHINGTON (AP) ? The Obama administration raised concerns Saturday about efforts in Congress that it said would undermine "the dynamic, innovative global Internet," urging lawmakers to approve measures this year that balance the need to fight piracy and counterfeiting against an open Internet.

White House officials said in a blog post that it would not support pending legislation that "reduces freedom of expression, increases cybersecurity risk" or undermines the global Internet, cautioning the measure could discourage innovation and startup businesses.

"Any effort to combat online piracy must guard against the risk of online censorship of lawful activity and must not inhibit innovation by our dynamic businesses large and small," the White House said.

The administration was responding to measures that would allow the Justice Department to target offshore websites ? through Internet service providers ? that offer illegal copies of music, movies and television shows online. The Senate is expected to consider similar legislation later this month.

Tech companies such as Google, Facebook, Yahoo and others have questioned the legislation, warning in a Nov. 15 letter that it would force new liabilities and mandates on law-abiding technology companies and require them to monitor websites. "We are concerned that these measures pose a serious risk to our industry's continued track record of innovation and job-creation, as well as to our nation's cybersecurity," the letter stated.

The White House said in the blog posted Saturday that it would work with Congress on legislation to help battle piracy and counterfeiting while defending free expression, privacy, security and innovation in the Internet.

The post was signed by Victoria Espinel, the intellectual property enforcement coordinator at the Office of Management and Budget; Aneesh Chopra, the nation's chief technology officer; and Howard Schmidt, an Obama adviser on cybersecurity.

Obama wants power to shrink government in election year (Reuters)

WASHINGTON (Reuters) ? President Barack Obama asked Congress on Friday for power to consolidate agencies that promote U.S. exports, a move he cast as crucial to streamlining a sprawling bureaucracy struggling to meet the demands of a 21st century economy.

In proposing to close the Commerce Department and merge six trade and business agencies, Obama could help inoculate himself against Republican charges that he is a big-government liberal who has presided over one of the largest expansions of U.S. government in history.

Obama has launched a number of initiatives since late last year as part of a White House strategy to cast him as an activist president running for re-election in November against a "do-nothing" Congress as well as the eventual Republican presidential nominee.

The power Obama has requested would let him design changes that Congress could vote for or against, without revisions. The export plan was described by White House officials as a first step, with further consolidation likely to follow if Obama gets the authority he wants.

Ronald Reagan, an idol of conservative Republicans, was the last president who had authority to reorganize the government in the way Obama is seeking.

Analysts were skeptical that Republicans in Congress would approve Obama's request for expanded powers in an election year, although the initial Republican reaction appeared broadly positive.

"We hope the president isn't simply proposing new packaging for the same burdensome approach. However, eliminating duplicative programs and making the federal government more simple, streamlined, and business-friendly is always an idea worth exploring," said Brendan Buck, a spokesman for House of Representatives Speaker John Boehner.

Obama, in remarks at the White House, said the overhaul would make it easier for U.S. businesses to get help to export their goods, a key part of his economic agenda.

"With this authority, we'd help businesses grow, save businesses time and save taxpayer dollars," he said, outlining his request for powers to reorganize the federal government that Congress will need to consider within three months.

Obama wants to fold together the Office of the U.S. Trade Representative (USTR) and five other export bodies now spread across Washington into a new, yet-to-be-named department, giving businesses a single point of contact and trying to ensure that federal spending goes further to boost sales abroad.

The National Oceanic and Atmospheric Administration (NOAA) - now part of Commerce - would be absorbed into the Department of the Interior under the plan, which also elevates the Small Business Administration to a cabinet-level post to underscore the White House's focus on smaller companies as an engine of job growth and recovery.

A spokeswoman for Mitt Romney, the front-runner in the Republican presidential nomination race who has said he will make it a top priority to reduce the scale of government, cast Obama's move as an election year stunt.

"It's ironic that President Obama, who has grown government beyond belief for the past three years, is calling for consolidation of government. It is unfortunate that he is only doing so now to curry political favor in an election year," said spokeswoman Andrea Saul.

Seeking to illustrate how complex government bureaucracy had become, Obama unveiled a slide with a bubble diagram that showed a dizzying array of websites, toll-free numbers and customer service centers that were available to small business owners seeking advice on loans and how to export.

"It's a mess," Obama said, after noting his favorite example of the bureaucratic maze.

"As it turns out, the Interior Department is in charge of salmon in fresh water, but the Commerce Department handles them in saltwater," he said. "If you're wondering what the genesis of this was, apparently, it had something to do with President (Richard) Nixon being unhappy with his Interior Secretary for criticizing him about the Vietnam War. And so he decided not to put NOAA in what would have been a more sensible place."

With U.S. unemployment still high and the economy growing slowly, Obama is trying to boost U.S. trade ties with developing markets such as Asia as a way to spur output. He has set a goal of doubling U.S. exports in five years - from $1.57 trillion in 2009 to $3.14 trillion by 2015.

Trade experts said having one agency in charge of exports should help. "For the business community, engagement with overlapping agencies streamlined into a coherent process would be an advantage," said Nick Consonery of the Eurasia Group.

A White House official said the goal of streamlining the trade agencies was to save $3 billion over 10 years. It may also lead to the loss of 1,000 to 2,000 jobs through attrition, the official said.

Financial analyst wins $208M lottery jackpot in NY (AP)

MIDDLE ISLAND, N.Y. ? A Silicon Valley financial analyst came forward Friday on New York's Long Island to claim a $208 million lottery jackpot, saying he had to repeatedly check his winning ticket before realizing he had won.

"It didn't seem real; you just don't believe it," said Daniel Bruckner of San Jose, Calif.

He and his wife, Christine, had been visiting her family on Long Island over Christmas when he bought the winning ticket while shopping for dinner at a supermarket.

His father-in-law had a printout of the winning numbers, he said, but still he went to the lottery website to check the numbers, then called the lottery hotline to check again.

"No one believes it when you first say it," he said, when they tell friends and relatives about their good fortune. "Because you don't believe it yourself."

At a news conference Friday, the couple declined to say exactly where Bruckner worked. They plan to take a lump-sum payment that will leave them with $101 million after taxes, lottery officials said.

"It's very surreal," Bruckner said. "It's exciting, but very surreal."

The winning Mega Millions numbers were drawn Dec. 27.

Bruckner, 35, said he typically shops at the King Kullen supermarket in Middle Island when he is in town.

"I picked up food for dinner and saw how big the jackpot was so I decided to buy a ticket," he explained.

Bruckner said that he plays the Mega Millions game from time to time but that before winning big in December he had never won more "than a few bucks."

Bruckner, born and raised in California, and his wife, who grew up on Long Island, said they have not decided what to do with their money. They declined to say whether they had children.

The winner has some company in the ranks of lottery winners who already work with money. Last year, a trio of Connecticut money managers split a $254 million Powerball jackpot.

Diet counts: Iron intake in teen years can impact brain in later life

Iron is a popular topic in health news. Doctors prescribe it for medical reasons, and it's available over the counter as a dietary supplement. And while it's known that too little iron can result in cognitive problems, it's also known that too much promotes neurodegenerative diseases.

Now, researchers at UCLA have found that in addition to causing cognitive problems, a lack of iron early in life can affect the brain's physical structure as well.

UCLA neurology professor Paul Thompson and his colleagues measured levels of transferrin, a protein that transports iron throughout the body and brain, in adolescents and discovered that these transferrin levels were related to detectable differences in both the brain's macro-structure and micro-structure when the adolescents reached young adulthood.

The researchers also identified a common set of genes that influences both transferrin levels and brain structure. The discovery may shed light on the neural mechanisms by which iron affects cognition, neurodevelopment and neurodegeneration, they said.

Their findings appear in the current online edition of the journal Proceedings of the National Academy of Sciences.

Iron and the proteins that transport it are critically important for brain function. Iron deficiency is the most common nutritional deficiency worldwide, causing poor cognitive achievement in school-aged children. Yet later in life, iron overload is associated with damage to the brain, and abnormally high iron concentrations have been found in the brains of patients with Alzheimer's, Parkinson's and Huntington diseases.

Since both a deficiency and an excess of iron can negatively impact brain function, the body's regulation of iron transport to the brain is crucial. When iron levels are low, the liver produces more transferrin for increased iron transport. The researchers wanted to know whether brain structure in healthy adults was also dependent on transferrin levels.

"We found that healthy brain wiring in adults depended on having good iron levels in your teenage years," said Thompson, a member of UCLA's Laboratory of Neuro Imaging. "This connection was a lot stronger than we expected, especially as we were looking at people who were young and healthy ? none of them would be considered iron-deficient.

"We also found a connection with a gene that explains why this is so. The gene itself seems to affect brain wiring, which was a big surprise," he said.

To assess brain volume and integrity, Thompson's team collected brain MRI scans on 615 healthy young-adult twins and siblings, who had an average age of 23. Of these subjects, 574 were also scanned with a type of MRI called a "diffusion scan," which maps the brain's myelin connections and their strength, or integrity. Myelin is the fatty sheath that coats the brain's nerve axons, allowing for efficient conduction of nerve impulses, and iron plays a key role in myelin production.

Eight to 12 years before the current imaging study, researchers measured the subjects' blood transferrin levels. They hoped to determine whether iron availability in the developmentally crucial period of adolescence impacted the organization of the brain later in life.

"Adolescence is a period of high vulnerability to brain insults, and the brain is still very actively developing," Thompson said.

By averaging the subjects' transferrin levels, which had been assessed repeatedly ? at 12, 14 and 16 years of age ? the researchers estimated iron availability to the brain during adolescence, he said.

The team discovered that subjects who had elevated transferrin levels ? a common sign of poor iron levels in a person's diet ? had structural changes in brain regions that are vulnerable to neurodegeneration. And further analyses of the twins in the study revealed that a common set of genes influences both transferrin levels and brain structure.

One of the genetic links ? a specific variation in a gene called HFE, which is known to influence blood transferrin levels ? was associated with reduced brain-fiber integrity, although subjects carrying this gene variant did not yet show any symptoms of disease or cognitive impairment.

"So this is one of the deep secrets of the brain," Thompson said. "You wouldn't think the iron in our diet would affect the brain so much in our teen years. But it turns out that it matters very much. Because myelin speeds your brain's communications, and iron is vital for making myelin, poor iron levels in childhood erode your brain reserves which you need later in life to protect against aging and Alzheimer's.

"This is remarkable, as we were not studying iron deficient people, just around 600 normal healthy people. It underscores the need for a balanced diet in the teenage years, when your brain's command center is still actively maturing. "

The findings, he said, may aid future studies of how iron transport affects brain function, development and the risk of neurodegeneration.

Japan police nab inmate after underwear jailbreak (AP)

TOKYO ? A nationwide manhunt that riveted Japan ended Friday when police captured a Chinese convict who bolted from a Hiroshima penitentiary clad only in his underwear in the country's first prison break in more than two decades.

Police found Li Guolin, who was serving a 23-year sentence for attempted murder, near an elementary school in the southern Japan city on Friday. Officials said it was the first prison break from a Japanese penitentiary since 1989.

Japan's public broadcaster, NHK, broke into programming to show police taking him into custody. He wore a heavy jacket and ski cap pulled down over his face. NHK said he had a knife when he was arrested.

Li is suspected of breaking into a nearby apartment to steal clothes after he jumped the prison walls on Wednesday. According to the Japanese media, he also stole a beer while he was there ? police reportedly found his DNA on a can he left behind.

Hiroshima police confirmed his arrest, but had no further comment.

The government's top spokesman apologized for the escape and vowed tougher measures to keep inmates from breaking out. Li managed to climb over a wall inside the prison campus and then use scaffolding to get over the 16-foot (5-meter) outer wall, which was under construction for repairs. Sensors on the wall were turned off because of the repair work.

"We apologize for causing serious safety concerns to the neighbors," Chief Cabinet Secretary Osamu Fujimura said. "We'll make sure that prisons and related institutions take steps so that they will never repeat the same mistake."

Li, believed to be the leader of a gang of burglars, was convicted in 2005 for shooting at a police officer and stealing a squad car.

Nearly 800 officers had been assigned to the hunt for Li, who had been jailed for shooting at an officer and stealing a squad car in 2005.

The escape was the first ever from the Hiroshima prison. A corrections official with the Justice Ministry said the last escape by an inmate from within a Japanese prison was in 1989.

Li escaped by ducking out of an outdoor exercise session.

Li was sent to the Hiroshima prison in 2008.

The Galaxy Nexus paired with Ice Cream Sandwich? Sounds like a match made in heaven. On their own, these two treats boast a variety of things. The Galaxy Nexus is the most recent Android power phone. Often called the phone of the year, the Galaxy Nexus boasts an amazing 4.65-inch HD Super AMOLED display and a dual-core 1.2 GHz processor with 1 GB RAM. Ice Cream Sandwich is the latest and the greatest version of the Android platform for phones, tablets, and more. With an intuitive user interface, you can navigate easily and can organize your daily activities using its many apps.

For those of you who communicate frequently using your devices, Ice Cream Sandwich also boasts a satisfyingly accurate keyboard and word predictions. It is designed to work without physical buttons, which only seems fitting that Ice Cream Sandwich has found its way into the Galaxy Nexus. But, not all beautiful things are perfect.

The Galaxy Nexus is the first phone on the market equipped with Ice Cream Sandwich right from the start. 4. Scroll down the list of options and tap on ?Force GPU rendering?.
5. Afterwards, kill all of your apps in the multitasking tray by flicking them off the screen or by restarting your device

Once you?re done, you?ll notice that the Galaxy Nexus will perform a little better, with a slight minimization in its lag. One possible cause of the lag is that some apps are not yet ready to run on Ice Cream Sandwich. If you run an app that fully supports Ice Cream Sandwich, however, you may not notice any performance problems.

Government, Exxon reach deal on disputed Gulf leases (Reuters)

WASHINGTON (Reuters) ? Exxon Mobil Corp and the government struck a deal on Friday that would allow the company to move ahead with development of a field in the Gulf of Mexico estimated to yield tens of billions of dollars of oil.

Exxon sued the government last year after the Interior Department canceled three of five leases for what is called the Julia field.

"The settlement will allow Exxon Mobil to develop this very large, but technically challenging resource as quickly as possible using a phased approach," Exxon Mobil spokesman Patrick McGinn said in a statement.

In its lawsuit, Exxon argued that the department arbitrarily deprived the company of its rights under the canceled leases and took away Exxon's ability to produce a reservoir believed to hold billions of barrels of oil.

The dispute arose after the government rejected Exxon's October 2008 request for a "suspension of production."

Following several appeals, the Interior Department concluded in a decision last May that Exxon lacked a "commitment" to producing oil at the time the leases expired.

The Interior Department said the proposed settlement preserves the "important regulatory progress" made in the decision last May that was challenged by Exxon.

The settlement "provides incentives for timely and thorough development of the leases, and secures a fair return on those resources to the U.S. Treasury," the department said in a statement.

Exxon and its partner Statoil ASA have spent more than $300 million drilling two "producible" wells on the Julia prospect.

As part of its development strategy, Exxon was planning to drill three to six development wells and join them to a planned production facility operated by Chevron Corp located about eight miles away, according to the company's lawsuit.
