DOJ to Apple: Give back Amazon's iPad bookstore

Amazon could soon bring back a link to the Kindle store in its iPad app.

The DOJ proposed on Friday that Apple's competitors be allowed to provide links to their own e-bookstores within their e-reader apps. Apple (AAPL, Fortune 500) has banned competitors from including those links since 2011. The Justice Department said letting Apple device users easily compare Apple's prices with those of Amazon (AMZN, Fortune 500), Barnes & Noble (BKS, Fortune 500) and others would "reset competition to the conditions that existed before the conspiracy."

Two years ago, Apple controversially mandated that it get a 30% cut of all in-app sales. For that to happen, apps were barred from displaying "shop" links that routed users to separate stores on the Web that Apple had no control over, such as Amazon's Kindle store. If the court agrees to the DOJ's proposal, booksellers, such as Amazon and Barnes & Noble, could bring back those shop links.

Apple, which has said it will appeal the court's July decision, also filed a brief Friday strongly opposing the DOJ's proposals, calling them "unnecessary, overbroad, vague and punitive."

The proposal is just one of several submitted by the DOJ and 33 State Attorneys General to the court to "prevent a recurrence of the illegal activities." They also proposed that Apple terminate its existing agreements with the five major publishers with which it conspired. Those five publishers -- CBS's (CBS, Fortune 500) Simon & Schuster, Hachette Book Group, Pearson (PSO)'s Penguin Group, Macmillan and News Corp (NWS).'s HarperCollins -- decided to settle rather than go to trial.

If the court upholds the DOJ's proposals, Apple would also be ordered to refrain from entering certain new e-book distribution contracts for five years, from negotiating contracts with content providers that are likely to increase competitors' prices, and from retaliating against publishers for refusing to sell e-books on the so-called agency model. That model, in which the publishers set their own prices and Apple takes a 30% cut off the top, was at the heart of the conspiracy to raise e-book prices.

The DOJ additionally asked that an external monitor, whose salary would be paid by Apple, be appointed to ensure the company complies with the new mandates.

NEW HAVEN WOMEN'S BASKETBALL: Former star Ty Grace returns as coach

WEST HAVEN ? There?s one thing certain about Ty Grace in her new role as women?s basketball coach at the University of New Haven: She isn?t going to be intimidated by the competition.

That?s not to say that battling the likes of Northeast-10 powerhouses like Bentley isn?t difficult, but Grace has spent the last four years as an assistant at Seton Hall.

?I?ve been in the Big East,? Grace said. ?We?ve played UConn and Notre Dame, the best teams in the country.?

Grace replaces Jessica Smith, who left to take an assistant?s role under first-year coach Jessica Mannetti at Sacred Heart University. Smith led the Chargers to a 14-13 mark last season, a staunch improvement from the 3-23 mark the prior season.

?The foundation is here,? Grace said. ?Now we have to build on it.?

It is a homecoming for Grace, who graduated from New Haven in 1999 and registered over 1,000 points and 1,000 rebounds in her stellar career.

?I?m just so excited to be back,? Grace said. ?It?s going to be so much fun to play in alumni games and go to homecoming and see all my old friends. I haven?t been able to do that in so long because of my other commitments.?

Grace has 13 years of Division I coaching experience and served as a head coach at Ramapo College in New Jersey from 2004-06. She most recently served under current Connecticut Sun coach and Hall of Famer Anne Donovan while at Seton Hall as the top assistant and recruiting coordinator.

?Without a doubt (Donovan) is one of the best coaches I?ve ever worked for,? Grace said. ?I learned so much from her. We were building a great program there and I learned how to build from her. She?s also just a great person.?

Grace was instrumental in assembling recruiting classes ranked as high as 25th in Division I, including the signing of two McDonald?s All-America nominees. Continued...

Grace was Donovan?s top recruiter while at Seton Hall and hopes to hone that skill at New Haven. For now, however, she takes over a team with a full roster.

?We had no scholarships (to offer) so I?m just working for the 2014 season,? Grace said. ?To be a great team you have to have great players and I?m hoping that the relationships I?ve built will pay off. I?ve already been out recruiting and getting ready for next season.

?One thing that I?m looking for is great kids, too. I want to have great players, but they have to be great kids.?

The most difficult task that Grace may face is evaluating her current players. Grace not only didn?t recruit them, she?s never seen them play.

?I?ve gotten a chance to talk to each one of them and they?re all excited,? she said. ?Right now I?ve be watching tapes on them. But it will be fine. We?ve got time to work together and build a team.?

Grace said she wasn?t about to put a timetable on making the Chargers a conference contender.

?That?s the goal,? she said. ?New Haven wouldn?t have hired me if they didn?t think that I could do it and I wouldn?t have taken the job if that wasn?t in their plans. It?s going to be a process. I don?t know if it?s going to take four years or so, but we have a high level of expectations.?

Grace is the 16th head coach in program history and was inducted into the New Haven Athletics Hall of Fame in 2010.

Doppler effect takes a spin

Light's twistiness allows researchers to measure rotating object's speed

A twist on the physics that cops use to clock speeding drivers can determine how fast an object is spinning. The approach could be used to protect wind turbines from damaging winds, learn about distant astronomical objects or detect tornadoes.

The Doppler effect is familiar to anyone who has heard the pitch of a siren rise and fall as an ambulance whizzes past. It describes how the frequency of light waves (or the pitch of sound waves) emitted by a moving object becomes higher as the object approaches an observer and lower as it moves away. Today people exploit the Doppler effect to track the motion of raindrops, cars and galaxies.

But Doppler?s kryptonite has always been rotating objects that are neither moving toward nor away from the observer, like the second hand on a clock.

Physicist Martin Lavery at the University of Glasgow in Scotland and colleagues thought that they could measure rotational speed by determining how a spinning object changes light waves? orbital angular momentum. In focused beams such as lasers, successive waves of light move like ocean waves on a beach: straight on, with periodic crests and troughs. But most light is messier: The waves wind around like a corkscrew.

Lavery?s team plated a plastic disk with aluminum foil and hooked it up to a spinning motor. Then the researchers bounced a light beam off the disk that had a special property: Its waves twisted either clockwise or counterclockwise.

When Lavery?s team measured the light after it bounced off the disk, they found that the frequency of waves twisting in the same direction as the disk was spinning had become higher, while the light twisting in the opposite direction had a lower frequency. The change allowed the researchers to calculate the disk?s speed of rotation, they report in the Aug. 2 Science.

?This is the first experimental evidence that this is possible,? says Bo Thid?, a physicist at the Swedish Institute of Space Physics in Uppsala.

Lavery and his team then did a similar experiment with ordinary light to prove that, even with waves twisting in all directions, they could take advantage of the Doppler change in angular momentum to measure the speed of the disk?s rotation.

Engineers could exploit the technique to protect wind turbines, which can get damaged by violent, swirling air currents. Lavery envisions a sensor on the nose of a turbine that would detect dangerous vortices and switch the turbine off.

Thid? says that weather radar could exploit the rotational Doppler effect to detect tornadoes before they reach the ground. Two years ago, he proposed a similar method to detect the rotation rate of supermassive black holes like the one lurking at the center of our galaxy (SN: 3/12/11, p. 14). ?This experiment tells the rest of the world that there?s a lot to be gained by using this technique,? he says. ?It will push people to go ahead and start to build applications.?

News bites: Facebook shares briefly trade above IPO price

National Security Agency Director Gen. Keith Alexander defended the spy agency's surveillance programs and deflected hecklers during a speech at the Black Hat hacker conference, The Associated Press reports. Facebook's shares briefly traded above its IPO price on Wednesday, according to The New York Times.

Russian President Vladimir Putin signed a law on Thursday that makes it harder for websites to illegally host copies of movies or TV shows on them, Bloomberg writes.

Apple's next iPad Mini will likely have a retina display provided by its rival Samsung, The Wall Street Journal reports.

The U.K. is engaged in a debate about whether Twitter should do more to clamp down on trolls that send abusive tweets to women, according to the AP.

DDA?s new land pooling policy can go a long way in ensuring that real estate development is integrated with economic activity for sustained growth, the Urban Development Secretary said on July 31.

?Land pooling policy has ushered in a new development paradigm whereby land owners will get back their land dues with development around and people will benefit from the development plan. Besides infrastructure development will also takes place as part of the policy,? Krishna said at the National Real Estate Summit organised by the PHDCCI here.

The land pooling policy, which has been passed by the DDA, allows land-owners to pool their land for development by the city?s land owning agency.

But now instead of compensation, they would get back 40-60 per cent of land after development of infrastructure by DDA, which they can keep for themselves or give to private developers.

Describing the new policy as a ?win-all? situation, the Secretary said, ?real estate development must be integrated with economic activity to sustain the growth.?

Faced with procedural difficulties, the real estate sector is seeking government?s attention to address the issues.

Admitting challenges in sustaining growth in the sector, the Secretary said ?there is a need for balanced approach and the Real Estate Bill 2013 aims towards transparency in contractual obligations to ensure consumer protection.?

The Bill is slated to be introduced in the coming Monsoon session. He said ?unified building bylaws are under revision as part of the Delhi Master Plan 2021.?

He said streamlining of property records is being done? under JNNURM, adding Uttar Pradesh has done it under the scheme and other states should also do it.

However, Urban Development Secretary said there are many areas which require equal attention for sustained development in urban areas which include recycling of waste materials and water, solid waste management, rain water harvesting, emission reduction, soil conservation.

No Gaming Mouse Is This Exciting, But The New Naga Comes Close

This is the most dramatic gaming mouse trailer of 2013. It is for a mouse that leaps across canyons in a sports car in slow motion. The new Razer Naga does not do that, but it's wonderfully clicky.

Last year I pitted three MMO gaming mice against each other in a battle of the buttons, and Razer's 12-button Naga did not win. It was a lovely piece of hardware, but the 12 side buttosn were smooth and hard to tell apart, and despite a set of swappabel ergnomic bits, the Naga just wasn't as comfortable as the competition.

So, for the 2013 edition of the Naga, Razer fixed those problems.

It's certainly a more comfortable hand rest than its predecessor, for one, and it didn't have to resort to hot swapping gimmicks to achieve that. The buttons on the side are now mechanical (clicky!) and ridged, making it much easier to feel out individual keys with your thumb. The new scroll wheel tilts side-to-side for additional input, and there's even a left-handed version for the freaky people in the audience.

The only thing I'm not liking about the 2013 Naga is the finish. I'm used to soft, rubberized plastic, and this one somewhat gritty.

Still, a marked improvement over the previous generation, addressing every concern I had, and only adding one new one. That's almost worth an incredibly dramatic debut trailer. Almost.

The new Razer Naga will be on sale shortly at the Razer store for $79.99.
