State health officials are reporting the first case of West Nile Virus in a human this year. it's not something to take lightly.
A Franklin County woman is now recovering after being hospitalized with meningitis contracted through the virus, the Pennsylvania Health Department reported today. A Lancaster County woman is also recovering after contracting West Nile fever, the milder form of the virus, it said.
The department urged the public to minimize exposure to mosquitoes because of an "unprecedented level of mosquitoes carrying the West Nile Virus."?
?Pennsylvanians should take steps to eliminate mosquito breeding sites around their homes and prevent mosquito bites by using insect repellants,? said Secretary of Health Eli N. Avila. ?This is even more important for older Pennsylvanians and people with weakened immune systems, since they are at the greatest risk of severe illness -- including encephalitis -- if they develop West Nile virus infection.?
According to a news release, statewide sampling shows higher numbers of WNV-infected mosquitoes than any other summer since monitoring began 10 years ago, a development it said was likely caused by last year?s mild winter.
The risk for WNV infection is highest during August and September and will not end until the first hard frost, it said.
State environmental officials have found mosquitoes carrying the virus in 42 of the state's 67 counties thus far.
The mosquitoes that transmit the virus breed in areas with standing and stagnant water. These can include urban catch basins, clogged gutters, discarded tires, poorly maintained swimming pools, flower pots and other types of plastic containers, it said.
Simple steps to eliminate standing water around the home include: removing tin cans, plastic containers, ceramic pots, discarded tires or any object that could collect standing water. Drill holes in the bottom of recycling containers left outdoors. Also:
- Have roof gutters cleaned every year.
- Turn over plastic wading pools and wheelbarrows when not in use.
- Do not let water stagnate in birdbaths.
- Aerate ornamental pools, or stock them with fish.
- Clean and chlorinate swimming pools, and remove standing water from pool covers.
- Use landscaping to eliminate standing water that collects on your property.
- Treat standing water that cannot be eliminated with Bti products which are sold at outdoor supply, home improvement and other stores. Bti is a natural product that kills mosquito larvae, but is safe for people, pets, aquatic life and plants.
According to the department, mosquitoes are most active at dawn and dusk. When outdoors, people can avoid mosquito bites by properly and consistently using DEET-containing insect repellants and covering exposed skin with lightweight clothing. To keep mosquitoes from entering a home, make sure window and door screens are in place and are in good condition.

Buddy Baker?s search for the Swamp Thing yields a team up of Red and Green against the impending terror of Rotworld.
With Cliff Baker horror-struck from within after the Baker family?s final confrontation with the last of the Hunters Three, it appears that only the combined might of Animal Man and Swamp Thing can save Buddy Baker?s son and stop the Rot from reducing humankind to a world of twisted, rotting monsters. But first they have to find the elusive avatar of the Green, and they eventually do find Alec Holland standing alongside Abby Arcane at the precipice of a black lake of death and decay ?? a hell-mouth into which Buddy and Alec must descend in order to defeat the Rot before it grows stronger and envelopes the entire world in its putrid embrace.
Animal Man #12 serves as a stalwart foundation on which to construct a story arc that will no doubt prove a powerful journey into the darkest parts of the human psyche. The combined storytelling finesse of Jeff Lemire and Scott Snyder, coupled with Steve Pugh?s terrifyingly surreal depiction of the netherworld of the Rot make this issue more than just a simple prologue to a greater tale, but one infused with allusions to ancient Greek mythology (the story of Theseus and the minotaur comes to mind) that builds on all prior issues of Animal Man and Swamp Thing to converge brilliantly at this point.
Add to this a wonderful, moving scene (yes, horror stories like this can have ?moving? moments when you have a creative team this amazing writing them) in which Buddy and Alec leave their loved ones behind to enter a rancid realm from which there may be no return and a very concise encapsulation of issues of Animal Man past, and this prologue to ?Rotworld? becomes a true testament to what came before and what terrors are to come. Thankfully, we don?t have to wait very long for part two ?? just read Swamp Thing #12, also out August 1st.

After that didn?t work, they got a lawyer to submit a new appeal; he came up with a more modest claim that the house had lost 27% of its value in the first year, or 39% over two years. San Diego County responded by assessing the home had lost 7% of its value. And only after two more years of declining home prices did the county agree with Mitt?s lawyers amended appeal of a 27-29% loss.
All told, $250 million Mitt has saved $109,357 on his property taxes.
But I want to look at Mitt?s original claim?that his house had lost almost 45% of its value in less than a year. That claim was higher even than the property decline all the houses in his zip code experienced in the two years after he bought the house.
Working for the Romneys, Streb concluded that the entire 92037 ZIP Code had suffered a 41% decline in average sales prices between the first six months of 2008 and the six months preceding his appraisal in October 2010. He settled on a value of $7.5 million for the Romney home.
Had Mitt?s outrageous claim been successful, he would have saved something like $75,000 a year. This amounts to Mitt, buying a pricey home at a time when any half-witted being knew home values were crashing, turning around almost immediately and asking for a discount for buying at a time of falling values. Myanmar lifts suspensions on journals after protests
YANGON (Reuters) - Myanmar's government has agreed to lift suspensions on two weekly journals within two weeks, their editors said on Monday, just days after rare protests by journalists in two cities to demand more press freedom.
Editors of the Burmese-language Voice Weekly and The Envoy told Reuters that Myanmar's censorship board had informed them they could resume publishing by August 18, without giving a reason for why the suspensions would be lifted.
Publication of the journals was halted indefinitely late last month, promoting an outcry among journalists who are enjoying freedom to publish not seen under the five decades of authoritarian military rule that ended in March last year.
The quasi-civilian government has loosened its grip on the press as part of a surprise reform drive. But some press censorship still remains and journalists pushing the boundaries of the restrictions have complained that suspensions are tantamount to intimidation.
Nearly 100 journalists rallied against the suspension in Yangon on Saturday and about 60 protested in the second-biggest city, Mandalay a day later, most wearing black T shirts saying "stop killing the press".
"The reason for lifting the suspension, I think, would be because of the rallies by the journalists," said an editor of another journal, who asked not to be named.
Monday's edition of the Messenger journal blacked-out its entire front page and cited a line from the constitution that guarantees freedom of expression.
The Nation journal went a step further, uploading on its Facebook page what it said was a censored copy of its front page story of the protest, which was covered with crosses in red ink.
It was not known exactly why the two publications were suspended. The Press Scrutiny and Registration Division, as the censors are called, said they had "violated rules and regulations", without elaborating.
The Voice is also facing a lawsuit, lodged by Myanmar's Ministry of Mines, after it published a report alleging graft by ministries under the previous government.
Myanmar's government has insisted it will scrap censorship as soon as a press law is promulgated, but journalists are concerned some restrictions will remain and recommendations for the legislation might be ignored.
The government's mouthpiece, the New Light of Myanmar, carried an editorial in its Sunday edition, apparently in response to the protests, calling for patience and reiterating that censorship would soon be abolished.
It said the country was "not still accustomed to the freedom we have not enjoyed before" and to "rush could ruin results."
